1867 | The density of energy flux of electromagnetic field generated by precessing magnetic dipole at arbitrary distance from the dipole is analyzed. It is shown that in the far field approximation only radial component of the Poynting vector exists, and it represents the intensity of radiation. In the near zone the Poynting vector has not only radial but also sufficient azimuth component. The pattern of field energy flux distribution is constructed. The obtained results can be used at research of dynamics of atmosphere of magnetized celestial bodies. The sources of such effects were located in the West as well as in the East. The “military revolution” has been recognized as an important aspect of the historical transformation of the state and society. It has identified the development of the fiscal-military state. 1872 | The morphological structure of the above-ground part of the cane areas of the plant 24 local populations Hedysarum gmelinii Ledeb., grown in the Mountainous Altai and Khakassia, was studied. A complex adaptive morphological traits and the degree of influence of the factor of adaptation of plants to different heights above sea level (from 300 to 2200 m ) on their variability in plants of this species are revealed. According to variance and regression analyses, adjusting to the increasing height above sea level in H. gmelinii inhibition of the intercalary meristem growth is shown. When climbing structure shoots varies significantly, but the transformation in plants is minor. The changes in above-ground parts of shoots ensure the preservation of particular role in cenosis and reproductive capacity, together with other peculiarities of structure in plants H. gmelinii in mountain conditions. 1873 | In the scientific-methodical aspect the methodical comment exists in two basic forms: as a type of information-methodical products and as an expert evaluation. Both forms are significant and necessary for theoreticians and practitioners of the educational process. In this article methodical comment is examined as a means of development and evaluation of the professional competence of the teacher of a foreign language. The most appropriate base (informative material) for methodical comments in the course of teachers’ training is proposed (methodical statements, quotes from scientific and educational literature, a description of the methods, techniques, methods, forms of teaching, educational activity results). Examples of tasks from foreign textbooks, which can be considered analogous to methodological commentary and author’s examples of methodological comments are provided. Such tasks were developed by the author of this publication for National Students’ Olympiads on the methods of foreign language teaching “Foreign language (English) and methods of teaching it” (Tomsk, Tomsk State Pedagogical University, 2016), and their use has fully justified their scientific and methodological value as a form of evaluation of professional competence of foreign language teachers. The criteria of evaluation of the methodical comments are given (pithiness, validity and completeness of the comment, actuality of the comment in terms of matching the realities of modern language education, knowledge of professional terminology, examples as a support to the comment, observance of time limits). The special relevance is gained by the programs of development of disabled people’s complex medico-social rehabilitation. Complex rehabilitation increases the level of the host functionality, promotes recovery of the social communications lost because of chronic diseases. The social and pedagogical component of complex rehabilitation motivates chronic patients with violations of the motive sphere to daily occupations with adaptive physical culture. Work therapy as a means of adaptive physical culture can positively influence a social rehabilitations of persons with Parkinson disease. Parkinson’s disease is one of the reasons for invalidization and disability of mature agepersons. The main symptoms of a disease are motive violations and cognitive frustrations. The application of rational work therapy in a complex with pharmacotherapy, a dietotherapy, physiotreatment improves a psycho-functional state, household adaptation and socialization of patients with parkinsonism at late stages of disease. 1900 | The article is devoted to a conception of pedagogical techniques as the basic categories of specialists training for the needs of the tourism industry. Some peculiarities and specifics of the industry have been analyzed in detail, the necessity of exactly the module variations is substantiated. There have been presented some examples of modular technologies that can be perfectly adapted to such discipline as «Tourism economics». The theme in question is known to be poorly explored and requires further research. The article mainly focuses on the algorithm of actions applicable for the modular approach, and the idea is reinforced by an examination of the teacher’s role as a coach. Also a definition of this pedagogical concept has been proposed, and an adequate level of competency has been introduced. This thesis is confirmed by the peculiarities of the tourism market, which is regarded as a changeable and dynamic system. The main section of the paper presents some problem-theme blocks that can be successfully implemented into the «coach» system with the purpose to compose the «Change management strategy for the tourism business» module in the discipline «Tourism economics». In conclusion, as a brief summary of the reported study, the author introduces a concept «information literacy», which is introduced by means of such notions as follows: «a paradox of information redundancy management», «a paradox of education management», «a paradox of uncertainty and variability management».
