4751 | The relevance of studying the problem of the oil factor in the policy of the Soviet state is due to the exceptional value of oil strategy of the state during the Soviet period. The study of this phenomenon is presented by the fragmented historical periods, that does not allow to see the continuity of the state policy in relation to oil, the similarity was performed with the help of state tasks. The purpose of this study is to analyze the priorities of the state approaches to oil and its changing role in the implementation, the state solved problems. Among the objectives set by the author is identification of the main factors influencing the strategic approaches to oil. The author comes to the conclusion that the oil factor in the policy of the Soviet state held an especially significant place, the oil was mainly the export of energy resource and the means to achieve geopolitical goals. The main provisions of the state policy, formulated in terms of electrification with respect to oil, remained virtually unchanged during the entire Soviet period. The evidence of this is the prevalence of export of oil products before 1958, and crude oil since 1958. There was also noted the period of reducing the proportion of oilexport in the total exports of the USSR: the decline was seen in the period from 1929 to 1934, and continued until the end of the reign of I. V. Stalin. The highest value of oil exports in the state strategy was in the 1920s. and since the end of the 1950s. In the second half of the XX century oil was in the center of economic competition between the two political systems. Throughout the Soviet period, oil is an important tool for solving problems of strategic importance both within the country and outside it. Changes in approaches to the problems of oil were determined mostly by the foreign policy factors. Keywords: politics, state, petroleum products, oil, extraction, oil export | 792

4771 | In this article we are discussing the issue of teacher training for vocational education system – a professional field that under present-day conditions is not limited to educational institutions. In the context of networking cooperation, employersponsored education and dual vocational training system, a person who trains future specialists to implement various types of professional activities can act as a career educator. Responsibilities of such an educator are, among others, to manage the process of an individual student’s professional development, to encourage their self-identification during the training and within their professional field, to help them find their own individual learning paths. Competencies required to perform such tasks cannot be formulated neither within the chosen field’s subject content, nor within a traditional pedagogical program. In present conditions we also see that the focus of a career educator’s job is shifting. In the traditional sense the job of an educator is focused on the learning process, with special attention paid to determining patterns in this process. The job of a career educator, however, is closely connected with types of professional activities for which students prepare during the course of non-university level higher education, vocational training, or supplementary vocational education. The specifics of this job determine the distinctive criteria needed when selecting content for career educator training programs. Consequently, established principles of creating the contents for “Vocational education (for different fields)” programs should be augmented with principles that reflect the specific content of educational activities. These principles must be carried out for both undergraduate and graduate programs. The principles for developing an educational program that we propose in this article are instrumental in selecting the content for a career educator training program, they reflect the specifics of the job, and they also take into account the challenges that educators face on the current stage of vocational training system development. Keywords: non-university level higher education, vocational training, career educator, principles of creating the contents for career educator training programs | 791
4772 | The mathematical phenomenon includes the mathematical concept, the system of axioms, theorem, method, algorithm, etc. The purpose of this research is determination of all the options of perception to the mathematical phenomenon relevant for the education system and identifying some of the learning features for each of these options. A set of three postulates is chosen (the postulate on the priority result of educational and mathematical activity, the postulate of the didactic relevance of the components of activity, the postulate of the priority component of educational and mathematical activity). It is shown that if these postulates are implemented from the didactic point of view, then only two variants of the relation to mathematical phenomena are applicable: 1) the mathematical phenomenon as the subject of activity (in particular, as information to be memorized); 2) mathematical phenomenon as a tool of activity. The study of the mathematical phenomenon always begins in a situation when this phenomenon acts as an object of activity. However, to form a view of this phenomenon, the teacher must create conditions, the learning environment in which the learner naturally desires to consider this phenomenon as an instrument of activity. The examples of reflection of these variants of relationship in theory and practice of teaching mathematics are given. It is pointed out that for the students to take a mathematical phenomenon as a versatile phenomenon associated with other mathematical and non-mathematical phenomena, it is necessary that both variants of the relation to the mathematical phenomenon should be represented in the educational process. 4773 | The article is devoted to revealing poorly studied cognitive mechanisms of color naming in Russian and Chinese on the basis of lexicographic and Internet sources, and the national corpus of the Russian and Chinese languages. Derivative secondary colorants denoting tertiary chromatic colors have been analyzed. Cognitive color naming models related to the cognitive macro model “color plant” have been identified. This allows us to conclude that the color picture of the world reflects diverse experience of man’s knowledge of the plant world in all its forms. Ways of replenishing the color naming system of this type have been defined. The color naming systems in the Russian and Chinese languages with respect to the type of cognitive modeling being analyzed are basically the same. The authors have found out universal cognitive color naming models of Russian and Chinese, among which the most productive ones are the models “color flower”, “color fruit of the plant”, which indicates the similarity of thought processes realizing color naming. National features of the color picture of the world are manifested in the presence of specific nominations of color shades in both languages. These nominations reflect cultural characteristics of Russian and Chinese native speakers as well as peculiarities of the color semantics of interlingual equivalents in the languages. Quantitative and qualitative differences of Russian and Chinese derived color lexical units confirm the idea that the color naming is the reflection of the natural and cultural space of the ethnos. 4783 | The article is devoted to studying the image of Polish diaspora of Siberia in modern Poland. The materials under study were publications in the monthly journal written in Russian “Новая Польша” (The New Poland) issued in Poland since 1999. The linguistic means creating the image considering the binary opposition “friend – foe” are being analyzed in this work. The analysis of periodicals has shown that in narrations about Poles in Siberia the exiled Poles are in the limelight. Their inclusion into “friends” by modern Polish society is observed. The vocabulary markers of two levels are met: group level (our) and personal (my). It was defined that among the properties allowing considering the exiled Poles as “friends” are as follows: birth in Poland, the status of exiled, i. e. forcible transfer to Siberia in XIX century or in the middle of ХХ, lack of mindset to integrate with the Siberian society, striving for good education. As the exiled Poles are considered being “friends”, their perception of Siberia as of the place for exile became one of the main components of historical perception of Poles and therefore the self-identification aspect. The information about modern Siberian Poles on the pages of “Новая Польша” newspaper looks more decent. However it is observed that while their description the vocabulary characterizing Siberian Poles with a definite degree of “foreignness” is often met. The Poland nominates are often observed when creating the image of modern Siberian Poles; however the rest context of the text makes them lose their value. Being born in Siberia and its perception as the motherland as well as loss of Polish language became the main factors of distance formation. Therefore, the application of binary opposition “friend – foe” showed the double nature of perception of Polish diaspora in Siberia by Polish society. Exiled Poles are felt closer and therefore defined as “friends”. Some kind of foreignness is seen in regards to modern Siberian Poles. Keywords: media discourse, Poles, Siberia, Poland, “friend – foe”, ethnic identity | 790

4798 | The article shows the specifics of the functioning of economic concepts of the media, carried out by an intermediary between reality as a mass audience and as a powerful tool for influencing readers’ minds. Mass-media not only inform readers, but frequently refract, transform events and facts, allocate with their varied assessments, impose this or that vector of their perception and interpretation. One of the ways of similar transformation of validity in mediadiscourse is metaphor. The object of the research is one of the most meaningful concepts of economic area – concept «inflation», the subject – a specific character of its metaphorical representation in the Russian mediadiscourse of XXI century. As the material of mediatexts’ research (2000-2015), presented in newspaper subcorpus the National corpus of Russian Language have served. During the analysis anthropomorphic, zoomorphic, naturemorphic, military, sports, mechanistic metaphorical models were revealed and described, their role in creation of an image of inflation in consciousness of ordinary native speakers was established, the pragmatic potential of the given models was established, the assessments of inflation shaped by mass-media are revealed. The analysis has shown, that at the given economic stage inflation in Russia is estimated by national massmedia mainly negatively, confirming this metaphorical representation of this concept, as well as its contextual environment. Inflation is metaphorically characterized as a certain subject or object, impeding to normal functioning of a society. It may be a gluttonous essence, «eating» savings of citizens with extreme speed, an invincible soldier beating the poor, a sprinter who starts at high speed and carries away behind itself the prices, a dispersed mechanism which is practically not responding to levers constraining it, destructive elements. Thus, such properties of inflation as uncontrolled, destructive influence on economy, are underlined by the need for serious economic transformations to overcome inflation.
