4551 | The management of the innovation processes at the state level in the context of globalization is generally ineffective, as national borders are erased in the innovation process. Added value is placed where there local advantages are, generally in regions. Thus, the region objectively becomes the place of innovation processes implementation. Competition in this case unites participants in the region. Today the sources of growth of the regional economy are clusters. 4555 | The need for developing emotional responsiveness in preschool age is dictated not only by modern normative documents in the field of education, the sensitivity of preschool age, but also by the need of society in humane responsive people. By now pedagogical literature has sufficient theoretical prerequisites for studying the phenomenon of emotional responsiveness in preschool age. Pedagogical studies turned to various means for the development of emotional responsiveness in children, such as: theatrical activity, fiction, musical activity. Music is a unique and multifaceted means of pedagogical influence. The use of music as a means of developing emotional responsiveness in preschool children rests on the essential characteristics of music itself. Responding to psycho-physiological indicators of experiencing emotions (expressive movements (facial expressions, pantomime), breathing, intonation), music by its own means can model any expressive symptoms of emotional reactions. The use of music as a means of developing emotional responsiveness of preschool children should take into account the insufficient subject experience of children’s emotional feelings. Therefore, for the organization of classes on development of emotional responsiveness of preschool children, a step-by-step mechanism is proposed that takes into account the essential characteristics of music as a means, peculiar features of the age of children, and their musical preferences. Keywords: emotional responsiveness, preschool age, preschool education, music, subject experience | 876

4575 | Northern (Arctic) Federal University Named After M. Lomonosov, Arkhangelsk The article traces the limiting impact of zinc and copper in the soil-plant system, gives the scientific rationale and develops a regional system of environmental regulation of the content of heavy metals in soils of Arkhangelsk. Key points of comparison are concentrations of heavy metals in the soil, leading to a decrease in their accumulation (translocation) in plants, excess tissue in their maximum allowable concentrations and maximum allowable level, as well as the effect of the average soil phytotoxicity test applied to test-object (watercress). Critical level of these metals in the plant is achieved with a soil content of mobile forms of zinc at 5.0–13.0 mg / kg, copper – 2.0 mg / kg. This is below the maximum allowable concentration of mobile forms of heavy metals in soils of 1.5–1.8 times. Observes the decrease in the accumulation of zinc aerial parts of plants when the content in the soils of 45–50 mg / kg, copper – 4.2–5.2 mg / kg. There is a significant inverse relationship between phytotoxicity and content in the soils of zinc and copper. However, their concentration in the soil, leading to a moderate degree of phytotoxicity (30 %) accounted for zinc – 30 mg / kg for copper – 2.0 mg / kg, which is 1.3–1.5 times higher than the maximum allowable concentration mobile forms of heavy metals in soils. Based on regression analysis and comparison with regulatory measures adopted in Russia, has developed principles for the valuation of the regional conditions of the North. Set the concentration of total content and the content of mobile forms of zinc and copper, affecting the ecological status of grasses and soil phytotoxicity, picked averaged limiting concentration (total content and mobile forms) of these metals, which are soil polluters of Arkhangelsk. 4578 | The article deals with the peculiarities of formation of linguistic competence (degree of native language) of students with disabilities. Children with disabilities have special educational opportunities and needs identified by psycho-pedagogical characteristics of this group of students. The characteristics of inclusive teaching space, including the risks potentially associated with formation of linguistic competence of students with disabilities. The process of formation of the linguistic competence of students of all categories, including the disabilities is based on the formation of their complex knowledge of the language as a system consisting of certain levels and corresponding to these unit-level representation of how language system develops and functions, what are the factors conditional on the national specifics of the language. Specificity of finding children with disabilities linguistic competence and its further improvement is determined by a complex of factors. First, of course, are affected by some of the internal contradictions inherent in the phenomenon of inclusion having a medico-social ontological essence. Secondly, the situation with the education of children with disabilities may present certain psychological risks. Thirdly, the inclusive approach in education can be restricted by inadequate resourcing: personnel, logistics, software methodical and finally financial. The urgency of the issues raised in the study is caused by a sharp decline in cognitive and motivational interest of students in general to the problems of language culture, as well as the problems associated with the organization and implementation of the educational process in an integrated (inclusive) basis. 4579 | The article presents the overview of resources in practical phonetics published in Russia over the period of sixteen years. In this study far from the critical review we conclude the main problems typical for Russian pronunciation training. We found the traditional ways of teaching phonetics and defined their advantages and drawbacks. The article is an attempt at taking a comparative look at the treatment of English tones in a sample of ten teaching resources through the time of sixteen years. The selection of English tones for the analyses is for their notoriety in the context of learning by Russians. After analyzing the teaching resources we found the balanced treatment of segments and suprasegments which is definitely a great advantage of time. Also a positive moment is an equal treatment of pronunciation together with grammar and lexis. However till present days we can state the over-use of drill-like pronunciation activities, where the repetitive and mechanical practice is still the weakness of the analyzed pronunciation materials. Traditional drill-based activities are so far fruitful but the modern way of education demands inclusion of communicative pronunciation-oriented activities in the learning practice. The occasional use of consciousness-raising and self-monitoring activities is still a typical feature of phonetic classes all over Russian universities. It is a strong call for incorporation of confidence building and reflective activities in the pronunciation training. Keywords: teaching resources, methods of teaching, practical phonetics of the English language, suprasegments, intonation, tone | 875

4588 | The existence of K-instantons on a cylinder M7 = Rт x K/H over a homogeneous nearly Kahler 6-manifold K/H requires a conformally parallel or a cocalibrated G2-structure on M7. The generalized anti-self-duality onM7 implies a Chern-Simons ow on K/H which runs between instantons on the coset. For K-equivariant connections, the torsionful Yang-Mills equation reduces to a particular quartic dynamics for a Newtonian particle on C. We obtain kink- or bounce-type solutions for generic values of the torsion. When the latter corresponds to the conformally parallel or cocalibrated G2-structure on M7, the dynamics follows from a gradient or hamiltonian ow, respectively, and we encounter Yang-Mills instantons. 4594 | In this article we can see the application of Marxian and Weberian conceptions of estrangement for the description of the conditions of work and education in the USA in the 19th century. If in the Marxian conception the estrangement in capitalistic society increases permanently, then in Weberian conception the estrangement weakens by the increase of qualification and by the reformation labour ethics of “beruf”. However in case of the USA we can see what the estrangement was not weakened owing to reformation labour ethics of “beruf”, but owing to diversification of possibilities. The problem of estrangement is a problem of development of capitalism but it needs its own methodology. 4597 | The topic of tourism development in Russian regions is very relevant today, since it is related to regional economy development. Hence, problems and prospects of the tourism industry development more and more attract researchers’ and public attention. The article revealed the problems of mass tourism formation in Western and Eastern Siberia regions through exposing forms and directions of tourism industry development in those regions in 1960s–1970s. The problem of tourism in certain Siberian regions is considered by the researches in their works, some aspects of tourism development in Siberian regions are touched on many conferences, devoted to the problems of tourism development in various Russian regions. This gives the right to claim that the aspect of reconstructing forms and directions of regional tourism development in Siberia is discovered insufficiently. Therefore, the author addresses primary sources, namely, archive documentation. The main base draws up previously unpublished archival sources. Materials of the State Archive Fund of Novosibirsk and Kemerovo oblasts contain information about the volume of transportation showing mass tourism development in the given period. Materials from the Russian Federation State Archive contain statistical data on travel volumes and the number of tourists in the analyzed period. Experience in the tourism industry development in Siberian region would help to reveal the preconditions and to present the trend of mass tourism development in the country during this period. The change to a five-day working week with 2 days off prompted the demand for recreation, which was increasing among the soviet population. Along with the expansion of organized tourist trips, the mass initiative tourist movement was getting the increasing popularity. The different forms of initiative tourism worked: trips “Auto stop”, alpinist tours, walking local and regional tours, week-end trips, etc. By the end of the 1960s, tourism was converted into a single-union system demanding comprehensive centralized management with material and technical base, established only on the basis of a unified system approach. Central Tourism Department put the plans that have been successfully carried out by regional councils on tourism, implementing the decisions of the Central Committee of the Party and the decisions of the Soviet Government. The effective management of administrative practices on the one hand stimulated the mass tourism and excursion industry development, but on the other hand hindered its effective control in the regions.
