4003 | The article is devoted to the research of perception of existential potential of the personality and Dostoyevsky's creativity by the Russian religious philosophers of the turn of the XIX–XX centuries. Religious philosophers are concentrated not on detection of compliance of views of Dostoyevsky to a moral and philosophical paradigm of existentialism, and on the search of existential meanings of creativity of the writer and corresponding to them existential in the fundamental principle of ways of a text creation. Representatives of the Russian kosmizm for the first time approached to existential interpretation of the worldview of the writer, both artistic and personal, created under the influence of empirical impressions and esthetic experiences. We ask what happens if a spinless particle is replaced by test-particle with spin one-half. Inclusion of spin-gravitational interaction gives generalized Papapetrou equations with modified metric along the world-line. The modified metric should be used to calculate the acceleration of spinning particles. Inclusion of spin-electromagnetic interaction in flat space gives generalized Frenkel equations, where an effective metric along world-line arises for the particle with anomalous magnetic moment. This implies that intervals of time (and distance) probed by such particle in the presence of electromagnetic field slightly differ from those in empty space. Based on the modern model of education in the pedagogical university, as well as on the federal state standard, the main sections of the system of the students’ electronic portfolio have been formulated, which describe the main educational, scientific and other achievements of the students. In addition, the functional capabilities of the software implementation of an example of the electronic portfolio, software architecture and the methodological approaches to working with the system have been substantiated. The application of the students’ electronic portfolios allows us to quickly obtain the information about the status of the main parameters of student activities and to stimulate them in different areas of the activities. The electronic portfolio contains the following main categories of users: students, dean’s staff and system administrators. Students contribute the main data array (achievements of different types), and employees of the dean’s office can view a list of students’ portfolios. The created e-portfolio system allowed teachers, TSPU staff and the departments of the university to form a picture of students’ achievements in the different fields of the activities, which is enough completed for analysis and decision making, and on the basis of information stored in the system, to assign scholarships of different levels as well as to calculate rating indicators, and, thus, to indirectly monitor the learning process. In different schools of Great Britain there is a program of introduction to the subjects connected with the development of civic competences. The fact of formalizing the subject in England reflects the growing concern among British young people’s attitudes to the civil society, their participation in the political life of the country, and is perceived as an important event in the history of education in the UK. However, the understanding of citizenship, education and cultural identity changes in accordance with the region, and that becomes the reason for different aims and approaches to civic education in Britain. The article presents the peculiarities in understanding of the terms “civic education” and “citizenship” in different countries of the UK. It is concluded that the understanding of these concepts affects the contents, the denomination and methods of teaching the subject of civic orientation in the school system. Aspects of civic education are firmly entrenched in government programs of primary, secondary and higher education, which constantly transform with the changes at different levels of the society. The UK has also these peculiarities and inside the Commonwealth approaches, the names and methods of civic education vary. Applying of the author to this topic is due to the fact that the process of teaching foreign language is associated with the formation of the ability to generate and interpret information in a foreign language in the process of professional activity, the need to read special literature and documents, to communicate with foreign colleagues on professional topics. The author pays close attention to the issues of taking into account the peculiarities of the legal text. The author defines the basic methods of removing difficulties when dealing with English-language legal literature, for example, by creating a bank of textual material and brief comments on individual terms and concepts. The text should serve to further develop skills of professionally-oriented reading in the specialty, as well as filling the vocabulary. The Anglo-Saxon system of law is a unique system that is based on completely different principles than the common law system. Acquaintance with its specifics within the framework of legal courses in the native language is practically absent and does not provide some acceptable extralinguistic basis for effective reading of English-language legal literature. 4044 | The article addresses the issue of the pedagogical activity of a world renown surgeon, Professor Valentin Felixovich Voyno-Yasenetsky (St. Luka, Hierarch of the Russian Orthodox Church) deep in the rear: in the city of Krasnoyarsk and Krasnoyarsk region in the first difficult years of the great Patriotic war (1941–1943). It describes Professor’s work as a teacher at the extensive system of the evacuation hospitals of the city of Krasnoyarsk at the premises of the biggest evacuation hospital no. 1515 in the Krasnoyarsk region which was the main place of work of V. F. Voyno-Yasenetsky. It also presents some evidence of the participation of V. F. Voyno-Yasenetsky in the advanced training of doctors-physicians who were working outside Krasnoyarsk (Krasnoyarsk territory) during the war time which was linked with the flights of the surgeon as part of the air medical service team. This article also refutes all allegations of some scholars about systemic pedagogical activities of V. F. Voyno-Yasenetsky in the Krasnoyarsk medical Institute formed in November 1942 which was established on the basis of the evacuated offices of Voronezh, 1st and 2nd Leningrad medical institutions, Leningrad pediatric medical and dental institutions. The article also states the reasons which gave grounds for these allegations. At the same time the article gives the bases that had influence on the importance and need of conducting continuous pedagogical activity of the Professor surgeon V. F. Voyno-Yasenetsky in order to give knowledge and experience in the field of purulent surgery to surgeons. The results of the study threw light on a difficult war-time period in the life of Professor V. F. 4050 | The importance of Good Governance in the coun¬try's development process was emphasized by the World Bank, which also pointed out four main princi¬ples of Good Governance. In this article, the author focuses at the present conditions of Kazakhstan's Governance and whether it goes along with the prin¬ciples of Good Governance announced by the World Bank. One of the main outcomes of the analysis of Kazakhstan's Governance is the instability of the pub¬lic sector management, in particular, of the bureaucratic apparatus; a quite sufficient financial accountability; and legislation being at the development stage. Trans¬parency and information are improving. However, in order to build the real Good Governance the Republic of Kazakhstan needs time. And, to become a democ¬racy, Kazakhstan should promote political competition in a real sense. | 892 |
