4001 | The relevance of studying the problem of the oil factor in the policy of the Soviet state is due to the exceptional value of oil strategy of the state during the Soviet period. The study of this phenomenon is presented by the fragmented historical periods, that does not allow to see the continuity of the state policy in relation to oil, the similarity was performed with the help of state tasks. The purpose of this study is to analyze the priorities of the state approaches to oil and its changing role in the implementation, the state solved problems. Among the objectives set by the author is identification of the main factors influencing the strategic approaches to oil. The author comes to the conclusion that the oil factor in the policy of the Soviet state held an especially significant place, the oil was mainly the export of energy resource and the means to achieve geopolitical goals. The main provisions of the state policy, formulated in terms of electrification with respect to oil, remained virtually unchanged during the entire Soviet period. The evidence of this is the prevalence of export of oil products before 1958, and crude oil since 1958. There was also noted the period of reducing the proportion of oilexport in the total exports of the USSR: the decline was seen in the period from 1929 to 1934, and continued until the end of the reign of I. V. Stalin. The highest value of oil exports in the state strategy was in the 1920s. and since the end of the 1950s. In the second half of the XX century oil was in the center of economic competition between the two political systems. Throughout the Soviet period, oil is an important tool for solving problems of strategic importance both within the country and outside it. The article substantiates the relevance of the interactive technologies in pedagogical education, allowing, along with the competences of vocational training of the future teacher to form students’ ICT competence and also readiness for professional activity in the conditions of the electronic information and education environment of an educational organization. Interactive technologies allow students and teachers to implement professional and quasi-professional kinds of activity both individually and in group. Such interactive technologies as electronic presentations, the possibility of using interactive boards, the organization of distance learning by means of video conferencing are considered in detail. The electronic interactive presentations give the chance to represent complex material with the use of a large number of data, to show the changes happening in the studied phenomena or processes which are difficult for describing by traditional methods. Interactive boards increase quality of perception of information, form the information culture of the teacher and students. Possibilities of a video conferencing allow to provide within distance learning interaction of educational subjects in real time. There are various options of use of technology of the organization of videoconferences in the course of training. The individual results of the introduction of interactive technologies in the educational process are presented. 4023 | Three-dimensional acceleration in general relativity can be defined so that spinless particle in the process of evolution in an external gravitational field can not exceed the speed of light. We ask what happens if a spinless particle is replaced by test-particle with spin one-half. Inclusion of spin-gravitational interaction gives generalized Papapetrou equations with modified metric along the world-line. The modified metric should be used to calculate the acceleration of spinning particles. Inclusion of spin-electromagnetic interaction in flat space gives generalized Frenkel equations, where an effective metric along world-line arises for the particle with anomalous magnetic moment. This implies that intervals of time (and distance) probed by such particle in the presence of electromagnetic field slightly differ from those in empty space. During all the human history every society aimed at development of civic competences, knowledge among young generations. In different schools of Great Britain there is a program of introduction to the subjects connected with the development of civic competences. The fact of formalizing the subject in England reflects the growing concern among British young people’s attitudes to the civil society, their participation in the political life of the country, and is perceived as an important event in the history of education in the UK. However, the understanding of citizenship, education and cultural identity changes in accordance with the region, and that becomes the reason for different aims and approaches to civic education in Britain. The article presents the peculiarities in understanding of the terms “civic education” and “citizenship” in different countries of the UK. It is concluded that the understanding of these concepts affects the contents, the denomination and methods of teaching the subject of civic orientation in the school system. Aspects of civic education are firmly entrenched in government programs of primary, secondary and higher education, which constantly transform with the changes at different levels of the society. The UK has also these peculiarities and inside the Commonwealth approaches, the names and methods of civic education vary. The differences are due only to the territorial factor and the factor of experience, but, in general, the concept of civic education is a complex and versatile. 4026 | The article presents the thesis of the relevance and necessity of studying the heritage of local lore historians of the Omsk region, publishing their works in the periodical press of the Omsk region. Systematization and generalization of local history works would fill the existing missing «event» as the facts of previous centuries, and historical transformations of 1945-1991-ies. The history of the Omsk Region (in districts and localities) only remains to be written by experts. The article has been prepared based on the collected primary materials and can be considered within the existing problem as material for discussion. The data on all 32 regional centers of the Omsk region is collected. Represents a number of selected works of more than 300 publications, with an average of 30 publications, telling about the history of each region. The article is devoted to the history of villages and human settlements, economic and social transformations that took place during the entire period of the existence of these places. It presents an overview of selective number works of the most active local historians working in regional centers and is marked by a single methodological approach. The conclusion is made about the need to continue the work on the accumulation, systematization and compilation of information on the history of the Omsk region, published in local printed issues of the Omsk region. The problem of functioning of pronouns of the 3d person sing. is being solved on the basis of cognitive linguistics, from the point of which any linguistic research is impossible without taking into account a personal perception, empirical experience accumulated during all person’s life and social, physical and language environment.
