In clause theoretical development of problems of the social state in works of the German doctor of the right, the sociologist and economist Lorentz von Stein (1815-1890)which is the pioneer and classic of the European model “state of social assistance” is discussed. The scientific heritage, especially development of the social doctrine of a society , exactly the basic conclusion about its evolution in a social direction, take the important place in the European and international political ideas, exceeding the bounds of a concrete research object, and space and time of his epoch. The urgency of a theme is caused by a modern active discussion of prospects of paradigms change of the European model of the social state from « the state of the social assistance» to « the state of investments», but appeals of refusing the archaic social policy, which leads to “excessive social expenses” do not find unanimous support. Moreover, it is very important for the post Soviet countries to study origins of “social states”, because the scientific development of a problem only is in the process of beginning.

An adverse ecological hygienic situation in Tomsk region is reflected in the dynamics of the incidence and disability indicators within 1991-2003 years. The common disease incidence is increased by 31,8 %. The number of people with a chronic pathology is increased by 54,2 %. The medical examination in 2002 revealed that 60,3 % of children at the age of 0 – 18 years have deviations in the state of health. An increase in the number of consumptive children by 30 % causes a particular alarm. In early 2004, 53 371 invalids were registered in the region. Among them, 62,3 % of townsmen and 37,7 % of villagers. An increase in the number of invalids of 1 and 2 groups is indicative of the worsening of the population health. The main reason of the disability is the group “systemic disease”. The cardiovascular diseases take first place, cancer diseases take second place, trauma and poisoning consequences take third place, diseases of bones and muscles take fourth place, and tuberculosis takes fifth place. The level of the children disability is increased by 24,6 %. The congenital anomalies take first place in the city, whereas the children mental disorders are in the lead in the village.

The adult were more exact in perception of the vertical-horizontal illusion than children aged 7-13 and adult men were more exact than adult women. Visual-manual hemispheric asymmetry had weak influence on the magnitude of distortion of children. At this time it had strong influence on the magnitude of distortion of adults. The adults right-handed or right leading eye demonstrated lower magnitude of distortion than the left-handers and left leading eye.

Visual search and identification of complex fragmented visual stimulus goes with the decrease of P3 component amplitude. Concentration of attention and identification of simple and complex fragmented images is accompanied by late positive complex (LPC) and N300 component. These data suggest that appearance of late positive complex may have connection to the late identification mechanisms and to the processes of categorization of fragmented stimuli; and N300 component plays the leading part in identification of complex fragmented visual stimuli, and serves as a neurophysiological marker of object selection.

We can see archaic, cruel attitude to the children which was the basis of formation of the authoritarian structure of consciousness.

This article discusses the factors that affect the efficiency of the process of teaching foreign students. Analized the educational process on specialties in Chinese universities for Russian students. Analysis of the learning process shows that the important role is played by the university educational system, where Russian students are trained in intercultural communication. The results show that the motivation of students and the process of adaptation in higher school play an important role in the effectiveness of the learning process. The main factors of Russian adaptation of students in Chinese universities are educational communication, educational and psychological and personalitycommunicative components. Based on the results of the study, the advantages and disadvantages of the educational process in Chinese universities were identified and the ways of solving the problems to improve the organization of the educational process were formulated. The current trend in the development of international educational space allows you to highlight the most important ways of improving the educational process. The article formulates solutions to improve the educational process. In the development of educational programs and the organization of the learning process for Russian students, administration and faculty must take into account the mentality of Russian students. Intercultural communication in the organization and in the process of teaching Russian students played a huge and one of the most important roles. For many Russian students the process of adaptation is difficult, there is the influence of both climatic conditions, and educational and communication factors. Successful adaptation depends on many factors of the environment and on the man himself. The more complex is the new environment, the more it differs from the usual environment for the student, the more difficult is the process of adaptation.

Introduction. Additional education in Russia involves ensuring openness and a high level of accessibility, which is reflected in national project «Education». However, the development of strategies and programs to ensure a high level of accessibility of additional education is impossible without studying the opinions of beneficiaries of educational services living in different regions. The investigation purpose is to identify the differences in assessing the additional education accessibility by beneficiaries depending on their residence region. At the same time, the state system of additional education is oriented towards two key target audiences: parents and children. Since the parents have the final decision about what kind of educational program the child will go to, an important task is to establish correlations between parents and children preferences in the additional education. Material and methods. The study was conducted using an online poll. Respondent answers analysis was carried out according to 5 criteria, that are related to evaluation of accessibility, motivation determination of receiving additional education, substantive-thematic definition and organizational preferences of children and parents, as well as regional ranking by accessibility indicators. Results and discussion. 371068 completed questionnaires were received from 85 subjects of the Russian Federation, completed by parents and 59018 completed by children aged 11 to 17 years. The statistical error of the data does not exceed 0.3%. The answers demonstrate that satisfaction with various options for the provision of additional education depends on the respondents’ residence region. Furthermore, differences in the preferences of parents and children are observed regarding the content, format and duration of complemented education programs. Regions which may be as a source of positive experience especially distinguish in matters of building an affordable supplementary education system for children. Conclusion. The obtained results indicate necessity to take into account the regional context and dependence of beneficiaries assessment while building available complementary education programs. A new chemical-biological method of preventing soil erosion using cryogel in combination with perennial grasses is proposed. The cryogel proved no negative impact on aboriginal soil microflora. On the one hand the cryogel polymer matrix in the soil is strong enough to withstand the effects of erosion but on the other hand it is quite elastic, so it will not hinder plant growth. The seeds germinated through the cryogel layer form a stable green cover. Cryogels are harmless to humans and environmentally friendly.

Realization of these principles is based on the supposition that everybody irrespective of his/her physical and mental health is able to benefit from physical activity if physical training teachers and trainers know how to adapt this or that kind of motion activity to the needs of a concrete person. To achieve this it is necessary: – to study theoretical aspects and methodological contradictions of physical training system for children with health derangements; – to work out forms and methods of physical training for children having medical limitation for physical training activity; – to estimate effectiveness of physical training complex pedagogical technologies for children having various diseases.

The ichtyofauna of Lake Taimyr includes two forms of the Siberian whitefish Coregonus lavaretuspidschian, a lake species with a higher body shape and a river-lake species with a lower body shape, both as described by Mikhin in 1955. Mikhin found that these forms are not only in Lake Taimyr, but also in its influxes. These species differ in nutrition preferences. The lake whitefish is a bottom-feeder while the river-lake whitefish is a predator. Study of the morphology of these species revealed considerable differences in number of vertebrae and a majority of other plastic indices. Based on body height, length of pectoral fin, and length of the upper jaw, the differences between the two species exceed the subspecies level of Meier's CR criteria chart.
