| 4018 | Three-dimensional acceleration in general relativity can be defined so that spinless particle in the process of evolution in an external gravitational field can not exceed the speed of light. We ask what happens if a spinless particle is replaced by test-particle with spin one-half. Inclusion of spin-gravitational interaction gives generalized Papapetrou equations with modified metric along the world-line. The modified metric should be used to calculate the acceleration of spinning particles. Inclusion of spin-electromagnetic interaction in flat space gives generalized Frenkel equations, where an effective metric along world-line arises for the particle with anomalous magnetic moment. This implies that intervals of time (and distance) probed by such particle in the presence of electromagnetic field slightly differ from those in empty space. For Russia an appeal to the international experience in improving financial literacy is very topical. The greatest interest represents foreign experience of those countries in which programs on financial literacy have proved the efficiency. The information-educational products directed to the increase of financial literacy of the population, are considered on an example of the USA and Poland, having interesting approaches and methodical materials. In the USA the projects and programs directed to increase of level of financial literacy of the population, are financed basically by a private sector with support of the state and public initiatives. Financial education in the USA is based on partnership of the organisations of all patterns of ownership and all levels of the power. In Poland state financing of such programs prevails. And the Central bank of the country is their initiator. Educational programs are constructed on the private-state partnership with consolidated financing of events for financial literacy. World experience is useful to Russia from the point of view of the organizational aspects, use of various techniques and educational resources. | 4020 | The article presents the thesis of the relevance and necessity of studying the heritage of local lore historians of the Omsk region, publishing their works in the periodical press of the Omsk region. Systematization and generalization of local history works would fill the existing missing «event» as the facts of previous centuries, and historical transformations of 1945-1991-ies. The history of the Omsk Region (in districts and localities) only remains to be written by experts. The article has been prepared based on the collected primary materials and can be considered within the existing problem as material for discussion. The data on all 32 regional centers of the Omsk region is collected. Represents a number of selected works of more than 300 publications, with an average of 30 publications, telling about the history of each region. The article is devoted to the history of villages and human settlements, economic and social transformations that took place during the entire period of the existence of these places. It presents an overview of selective number works of the most active local historians working in regional centers and is marked by a single methodological approach. The conclusion is made about the need to continue the work on the accumulation, systematization and compilation of information on the history of the Omsk region, published in local printed issues of the Omsk region. The collected works will serve as a base for general historical work, including the preparation of the reference book «Local historians of the Omsk region». The paper analyzes the peculiarities and the causes of usage of this stylistic device in the artistic text by the example of the novel by A. Dцblin “Berlin Alexanderplatz”. During all the human history every society aimed at development of civic competences, knowledge among young generations. Nowadays these intensions (more about democratic citizenship) changed into increasing problem, demanding more attention, tightly connected with democratic processes. In different schools of Great Britain there is a program of introduction to the subjects connected with the development of civic competences. The fact of formalizing the subject in England reflects the growing concern among British young people’s attitudes to the civil society, their participation in the political life of the country, and is perceived as an important event in the history of education in the UK. However, the understanding of citizenship, education and cultural identity changes in accordance with the region, and that becomes the reason for different aims and approaches to civic education in Britain. The article presents the peculiarities in understanding of the terms “civic education” and “citizenship” in different countries of the UK. It is concluded that the understanding of these concepts affects the contents, the denomination and methods of teaching the subject of civic orientation in the school system. Aspects of civic education are firmly entrenched in government programs of primary, secondary and higher education, which constantly transform with the changes at different levels of the society. The UK has also these peculiarities and inside the Commonwealth approaches, the names and methods of civic education vary. The differences are due only to the territorial factor and the factor of experience, but, in general, the concept of civic education is a complex and versatile.
