Diamant Irina Ivanovna, Legostin Sergej Alfredovich PECULIAR REATURES OF HOLDING COMPETITION IN ATHLETICS AMONG INDIVIDUALS WITH LOCOMOTOR SYSTEM DISEASE // Tomsk State Pedagogical University Bulletin. 2015. Issue 1 (154). P. 103-107

The article discusses the features of holding the all-Russian athletics competitions and determination of the level of sportsmenship among the persons with locomotor system diseases. Marked insufficient total number of participants, the predominance of men over women, boys against girls, the number of participants of the championship over the participants of the championship of Russia. Many champions and winners of the championship and the primacy of Russia show mediocre results. There is no competition in many athletic disciplines. Only 12 % of the finals was not less than 6 members, which is a necessary requirement for assignment of the sports discharges in case of their implementation. For a significant number of medals there were no contenders. Many potential participants were unable to reach these competitions because of problems with financing. It is especially difficult to reach Cheboksary for the participants from remote regions of the Russian Federation. On the basis of analysis and generalization of the data the authors revealed the necessity of improving the normative-legal base, regulating the participation of persons with persons with locomotor system disease at all-Russian and regional competitions in athletics.

The analysis of literature on psychology devoted to consciousness and will allowed the author to make a conclusion that characteristics of the subject of Law as a possessor of consciousness and will is somewhat indeterminate – the only indication of possessing consciousness being enough. The defect of psychics is always the sign of consciousness disorder, even if only volitional psychic processes are deformed. Psychologists differentiate between consciousness and realization while in legal practice they are considered to be the similar notions. Recognition of their difference is very important for legal practice.

Cultural-historical periodization of the early Iron Age in Surgut Ob’ river basin developed by J.P. Chemyakin is viewed in the article. The author of the article raises an objection against the names of the stages of Kulay culture of the Iron Age of the region. The analysis of the periodizations of the epoch of the yearly Iron Age of Ob-Irtysh basin shows that extracted by the archeologists cultural formations are synchronous just in part. Formation of Kulay culture in Surgut Ob’ river basin is connected with penetration of migrants whereas in Narym Ob’ river basin Kulay culture has autochthonous basis. This peculiarity of the early stage of the region’s epoch should be reflected in its name and the name of the early stage of Kulay culture should stay the same as it is in literature.

The article represents the results of the empirical research devoted to a problem of interage interaction of teenagers. Interage interaction is considered by theoretical positions of social constructionist and social identity theories. It is shown, that teenagers are characterized by a high level of age tolerance which influences current of interaction with those age groups, which have limited experience of interaction (children and older persons). The interaction with other social groups is based on other social categorizations, besides age. The basis of subjective differentiation to estimations of interaction with various age groups is the status-role inequality of these groups.

The paper presents the nature characteristics of the welfare state, the basic features of welfare states, problems and contradictions in the social policy implementation. The authors conclude that it is necessary to reform implementation mechanisms of government social policy. Authors examine the causes of welfare dependency (high social rate of discount, inefficient legal framework, reducing the degree of horizontal and vertical integration between agents). The authors propose measures aimed at improving the mechanisms for overcoming social dependency. It is necessary to stimulate the social responsibility of economic actors and provide socio-economic policy of government to ensure economic growth.

The article is devoted to comparative social and psychological analyses of portrait features of first-year students studying at Krasnoyarsk State Pedagogical University named after V. P. Astafyev. Studies social characteristics, motives of choosing the university, attitude to teacher’s profession, expectations from pedagogical process and future professional activity, specific characteristics for the first-year students’ career group. The most important factor determining the success of professional training is students’ motivation, their interest to teacher’s profession. The main result of the experiment is orientation of first-year students to become a qualified professional of high level, that will provide them with great success at the beginning of their working way. Entering Krasnoyarsk State Pedagogical University named after V. P. Astafyev is a way for first-year students to realize their vital aims and plans. The students are eager to get education, which will help them to become specialists in the changing conditions of professional activity, to admit these reforms. Students’ achievements and results are reflected in their personal portfolio. First-year students formulate an order for personal growth trainings, which help to develop the competence to change quickly and adapt to new working conditions. Forming of such competences will simplify students’ acceptance of the new social conditions. Also they hope that their achievements and activity in different spheres of students’ life will be appreciated. The research helps to define the direction of developing a set of measures: to adopt first-year students to educational process at pedagogical university aimed at formation of professional pedagogical values of students of Krasnoyarsk State Pedagogical University named after V. This paper is dedication to scientific examination of two his¬torical versions of origin of Russian surnames: official (non-ancestral) and informal (public, ancestral). Population-anthroponimic analysis as a scientific - research method was selected. So-called hypothesis of pro-portional representation, which the-oretically has to be performed in the case of justice of official version, has been controlled. Before, on the example of 12000 graduates Siberian Medical Univer-sity has been tested and showed, that in 25 % called hypothesis isn't performed, and it proves an-cestral (public) version of many Russian surnames These investigations were held with the use of 10000 graduates of Tomsk State Pedagogical University. The results prove the made above conclu-sions at a great extent.

The article considers the importance of design activity at lessons of literary reading at elementary school, proves the relevance of project activity in the light of Federal state educational standards, shows the possibilities of this activity on the example of the project “I. A. Krylov’s Fable”, lists the basic principles of creation of the program for literary reading. The authors allocated the types of projects of individual and group activity: practice-creative focused, role and game, research and creative, information-oriented and requirements for the organization of project activity: existence of a significant problem, importance of estimated results, independence of pupils, project structuring, use of methods of research. Special attention is paid to the stages of implementation of the project. The article also states the content of work, the equipment of the lesson of literary reading, kinds of activity trained and teachers in connection with introduction of Federal state educational standard of primary education.

Currently, the most crucial social order is to prepare specialists with a number of professional and general cultural competencies. The ability for lifelong learning is one of them. It implies, firstly, the presence of skills to surf the surrounding information, secondly, selectively choosing the professionally significant material and, finally, sharing it in situations requiring precise solutions. Due to the avalanche of information and communication technologies in our up-to date life, students have a great possibility to satisfy their specific interests in the process of individual reading in a foreign language. Within it, the professionally-oriented foreign language reading skills are posed to be essential in the global network. Thus, the main goal of the present paper is to describe the teaching methodology of professionallyoriented foreign language reading, developed and based on the theoretical research results. The established methodology of teaching includes four main blocks: basis (the aim and objectives set), methodology (education approaches, principles and pedagogical conditions establishment), content (speech and language material work out) and result (the list of developing skills). These blocks determine the substantive and structural side of learning. The observed conditions were reflected in the electronic tutorial aimed at reading skills’ developing (roughly-referential, assign-informative, produce-informative) to work with professional texts in the technical university. The effectiveness of the proposed method is clarified and evaluated in the consistent steps of education that supply and model every next stage. As the result, the illustrated methodology provides appropriate pedagogical conditions for efficient teaching and studying.

The semiempirical PM3 method was applied for analysis of such experimental parameters as NQR frequencies, energy levels in X-ray electron and X-ray fluorescence spectra. The subjects of the study were complexes of tin and antimony. The strong correlation established between the differences in the energies in the inner energy levels of tin, antimony, chlorine atoms and the corresponding ClKa shifts. The obtained correlation dependencies can be used for the characterisation of the donor ability of ligands.

Participants of the investigations were healthy pupils (boys and girls of about 15-16). The emotional stress which was made by a test improves the dinamics of the brain work and higher the intensivity pupil's attension. The girls of 15 - 16 years are more stable to stress. It is the first time when we discovered that the dinamics of the girls brain work depends on the type of hormonal suppling of reproductional cycle.
