3 | The authors distinguished management principles of innovative activity of the university in the context of conversion to post-industrial society, changes of the type of the scientific creativity. The principles, which define the essence of the interaction of entities of innovative activity of the modern university, are considered circumstantially. The requirements to the head of the university are distinguished on the basis of the analysis of ideas about modern educational reality. 4 | The need to improve the effectiveness of the system of additional vocational training increases the need to seek innovative forms of organization of the system. In our case, this innovative form of organization of the system of additional vocational training network is a learning organization. Subject of research – a model of network infrastructure management of lself-earning organization system of additional vocational training, created in the form of a triple net. The authors present an algorithm for creating infrastructure model, develop and describe a model of network infrastructure of management of self-learning organization. Found and characterized the basic scientific approaches and principles of management, and network management of infrastructure components of self-learning organization system of additional professional education: scientific, target, providing, controllable and controlling subsystems. 5 | For the successful achievement of the aim of formation of network learning organization of additional professional education, consisting in the increase of effectiveness of activity of organizations of additional professional education by means of continuous increase of level of key administrative competence of its workers, the administrative and pedagogical terms of realization of this process are identified and described. The used set of theoretical and empirical research methods has allowed us to develop, justify and approve the conditions contributing to the effectiveness of the establishment of network learning organization of additional professional education. For administrative conditions we include the creation and development components of infrastructure of the system of educational management formation of the organization, to create conditions for the continuous development of administrative competence of its employees, including the development of organizational, regulatory and educational software implementation of additional professional programs, the creation of situations, providing the desire of workers to educate themselves. To the pedagogical conditions we include the formation of value-semantic foundations of the continuous development of administrative competence of employees in a network of professionally-developing educational space; designing the content of corporate continuing education; identification and implementation of intensive educational technologies and the inclusion of workers in the activities of management decisions aimed at resolving professional problems. 6 | The transition to Industry 4.0 is one of the central objectives of the economic and social policy in Russia. This new form of the economy expands the field of human activity, which influences requirements for the competence of a specialist. Adapting to the new requirements of the labor market, universities are already beginning to introduce changes in various areas of their activities. The aim of this study is to identify the main activities of the universities of the Siberian Federal District (SFD) in the field of university transformation into University 4.0.To achieve the aim, the authors analyzed the works of Russian and foreign researchers devoted to the content of the university transformation into University 4.0. In addition, there is an investigation into open information resources of the leading universities of the SFD to establish the main activities for the transformation into University 4.0. The article reveals the essence and characteristic features of the University 4.0. The idea of University 4.0 refers to the transformation of education taking into account the needs and challenges of the digital society. Such transformation implies the introduction and development of individualized hybrid learning, not limited by time and space, in which the student has a sufficient degree of autonomy and participates in the formation of theirlearning plan. The authors note the importance of the project approach in teaching, the development of mentoring and an open educational environment. The analysis of the activities of the universities of the Siberian Federal District allowed to establish that currently research projects are actively developing in Siberian universities related to solving urgent global and regional problems, digitalization, informatization; involving students in research activities within the framework of these projects. The universities carry out the activities on these projects with the participation of industrial partners, state authorities and within the framework of international cooperation. Universities are developing digital environment that allows access to scientific, educational and infrastructural resources, as well as developing digital tools for mastering professional competencies. Despite the fact that many researchers consider University 4.0 a project of the future, we can already see serious changes in the activities of universities, which allow us to conclude that the transformation is taking place at an accelerated pace.
