The article considers the urgent problems of raising the elementary vocational raining in the conditions of its modernization. Theoretical and practical premises of creation a system of ruling the EVT quality have been analysed in connection with the social requirements to train competitive workers. The need to improve the effectiveness of the system of additional vocational training increases the need to seek innovative forms of organization of the system. In our case, this innovative form of organization of the system of additional vocational training network is a learning organization. Subject of research – a model of network infrastructure management of lself-earning organization system of additional vocational training, created in the form of a triple net. The authors present an algorithm for creating infrastructure model, develop and describe a model of network infrastructure of management of self-learning organization. Found and characterized the basic scientific approaches and principles of management, and network management of infrastructure components of self-learning organization system of additional professional education: scientific, target, providing, controllable and controlling subsystems.

PERSONNEL TRAINING ISSUES ANALYSIS BASED ON THE EXAMINATION OF THE SPECIFIED SOCIOLOGICAL RESEARCH RESULTS // Tomsk State Pedagogical University Bulletin. 2015. Issue 9 (162). P. 295-300

The results of investigation of personnel training held at one of the leading high-tech companies in the country – JSC “Information Satellite Systems” named after academician M. F. Reshetnev are listed in the article. Methods of questioning and analysis of statistical reporting were applied during the research. A correlation between the results of training and a labor productivity growth was substantiated, the need for a strategic integration of the enterprise containing the relevant training institutions of secondary vocational education was identified. The prospects of alterations in forms and methods of training are set in order to build personnel competencies.

The article deals with necessity of university complexes establishment which allows to form innovative infrastructure and create educational programs to the needs of the real economy and its science-based, high-technology sector. The phenomenon of the university complex involves establishing creative environment for real innovation process combined with the training of a new generation personnel with innovative skills. Managers, professors, scholars, Ph.D. candidates, students, representatives of companies and project organizations who are included in the environment use innovative thinking in all professional and personal processes. Countries with developed economy prove that advantages of innovation-based development are increasing competitive advantage of national economy and settle social and economic issues. Shows the experience of the university complex establishment in several Siberian regions as a model of interaction between labor market and education market in the processes of labour force reproduction for industry. For universities responding to regional challenges means moving to the role of the active subject of formation and implementation of regional economy, including: formation of regional strategy of socioeconomic development; formation and realization of large investment projects on the basis of private-public partnership; scientific-educational outcomes supply for the region (innovation projects and project teams for their implementation), etc. University, which is developed according to the model of the university complex, responds to the challenges of modern socio-economic development of the region. Therefore the university complex is a vital institutional mechanism which is provided with priorities, objectives, projects and resources.

ASSESSMENT OF THE POTENTIAL OF THE REGIONAL VOCATIONAL EDUCATION SECTOR ACCORDING TO THE IMPLEMENTATION OF THE EFFECTIVE TRAINING OF LABOUR FORCES FOR THE INDUSTRY BRANCH: THE CASE OF SIBERIAN STATE TECHNOLOGICAL UNIVERSITY, KRASNOYARSK REGION // Tomsk State Pedagogical University Bulletin. 2017. Issue 12 (189). P. 48-55

The article considers the influence of many associated factors which are of scientific and practical interest and represented in the form of the concept of the multilevel assessment of the potential of interaction between labour market and the market for vocational education services in the reproduction process of a primary labor resource (a young specialist). The analysis, systematization and constant monitoring of the results of the methodological approach to the potential assessment of interaction between labour market and education market allow the government to get the right information at the macro- and meso-levels for adjustment and planning of criteria of the reproduction process of young specialists as a specific category of the workforce. It is substantiated that this approach allows the state and its subjects to obtain the necessary information at the macro- and meso-levels to adjust and plan the parameters of the reproduction process of young specialists as a specific category of the labor force and serves as an instrument for managing the interaction of the subjects of the regional markets for vocational education and labor services. Thus, it is shown that effective training of young specialists is implemented to a greater extent in the regions with a favorable demographic structure of the employed population, whose potential is used more rationally in terms of minimizing the costs of unemployment, on the one hand, and the use of incentives for productive labor, aimed at advancing growth of labour productivity over the wage growth with further improvement in the implementation of its reproductive and stimulating functions, on the other hand. In conclusion, the article points out that effective training of labor resources is relevant not only for industry but also for the region in particular, as the economic space of the Russian Federation as a whole is characterized by considerable differentiation in the socio-economic development of the regions.
