1 | The authors of the article examine the problem of personnel administration. The principles of financing state and nonstate higher education institutions are compared. To solve the problem of optimal tuition fee the authors study the social status and financial position of the families of students. The tuition fee is directly linked with the income level of the population. In order to increase the efficiency of labor the premium form of payment was fixed, the new authorized establishment with corresponding posts was worked out and the new directions for the personnel were developed. | 852 | ||||
2 | The article raises the problems of legal computerization in the conditions of forming common legal information space in Russia which provides all sections of society and each individual citizen with legal information. It is noted that legal computerization opens new possibilities for improving the organization of legal activity. The data of sociological research done by the author show that new information technologies based on the use of personal computers and telecommunication means are not applied in modern legal practice in time. It is also noted that the solution of these problems can be achieved on the basis of information orientation of higher law education, multilevel and multicomponent system of training specialists according to information culture model. 4 | The article poses the problems of ensuring higher education quality within the Bologna process. The author comes to the conclusion that the main thing in getting higher education is not the amount of years of study on a certain stage but a competence level. It is noted that in accordance with the Bologna Declaration not only coordinated standards and procedures of assessing quality of education are created in Europe. In addition methods of accrediting agencies, which deal with determining quality of education are coordinated. The author points out the definite circumstances, which in the course of realizing the Bologna process may exert direct negative influence on the Russian system of higher education. The idea of forming an alternative Eurasian educational system of CIS and Baltic states is suggested. 5 | The article deals with theoretical and organizational problems of introducing European credit transfer system (ECTS) into Russian non-state higher institutions. The author has come to the conclusion that the introduction of ECTS causes a lot of questions on the part of professors and students of higher educational institutions. It is noted in the article that when working out the conception of the credit system for Russian higher school it is important to discuss principles of credit assessment of educational curriculum content on the basis of planning the results of its realization. The suggested idea is to give higher institutions an opportunity to work out experimental educational standards within the limits of cycle (and perhaps, course) structure of federal state educational standards. 6 | The article analyzes the main indications of crisis of education in contemporary Russia, its coordinates and history. The author comes to the conclusion that politicized Soviet pedagogy played a mobilizing role. It is noted that it is necessary to overcome crisis phenomena in pedagogy and improve the educational doctrine on the basis of higher school traditions rather than on the basis of radical change. The author has put forward an idea to renounce the notion “monitoring efficiency” by changing it to the notion “monitoring of higher institutions’ activity” which would conform to Article 101 of Federal Law “On Education in Russian Federation”. The author has stated general principles of the conception to overcome the present crisis. 7 | The article deals with the problems of development of education, indications of crisis in education, paradigm change, basic principles of education. The author comes to the conclusion that the attempts to adjust all Russian educational higher institutions to university criteria will lead to no good. It is noted in the paper that the pledge of success of modernization, development of human potential and national security is not elite education for the rich and managers but egalitarian education for all people. The suggested idea is that education is one of the main elements of social production-reproduction of the person himself and not a part of service sphere. The author has marked some ways of solving problems of development of education. 8 | The article deals with the problems of forming European space of higher education within the limits of Bologna process. The author comes to the conclusion that qualification levels of higher education conform to Bologna model in 37 oui of 48 countries. It is noted that only in 10 countries the basic principles of Bologna process are registered on a legislative level. The author points out definite circumstances which in the course of realizing Bologna process can exert direct negative influence on Russian higher education system. It is proposed to form an alternative Euro-Asian educational system of CIS and Baltic countries and to cooperate in the sphere of higher education with countries in Asia and the Pacific region in the BRICS and Asia-Pacific Economic Cooperation formats. 9 | The article deals with an analysis of the essence and contents of students’ value-focused orientations. Value orientations in their turn determine the motivation, i.e., the external and internal incentives of human activity and reasons for concrete actions. The main values of life, which have been formed throughout the existence of mankind, are undergoing significant changes in the modern social society. The moral crisis that emerged as a new anti-social phenomenon in the late 20th century is changing the outlook of the youth, placing material gain on priority positions. The study of the value orientations of students of higher educational institutions (HEIs) in the private and state sector shows that there are no cardinal distinctions between them. In many respects it could be accounted for by the immaturity of the private sector of the educational system, on the one hand, and the inertness of young people’s value orientations, on the other hand. Nevertheless, the study revealed certain dependence of a higher motivation towards creativity in the cases of fee-paying education and a higher consistency between the students’ value orientations in the private HEIs and the market strategy of the Russian reforms. The proportion of students with a creative potential in terms of value orientation in all years of their training is found to be relatively stable and does not exceed 30%. The other students’ creativity orientations are not only developing, but are maintained until senior courses. This is particularly evident in analyzing the responses of students of the Altai State University. 10 | The article describes the concept of motivation and motives, explores a naturalistic approach to man, characteristic of the Western tradition studying the motives as «a multifaceted concept that includes: needs, attitudes, interest, habits, motives, desires, inclinations, urges, examines the impact of motivation on learning, the dynamics of motives of choice of profession, the influence of type of school on the motivation of educational activity of students at state and private institutions. It is noted that among the students of a private university clearly prevails the pursuit of knowledge and orientation to a professional career and at the same time a disregard for the degree. We are slightly puzzled by the coincidence of positions of students of both universities in relation to the career of the entrepreneur and the manager. The survey showed that the availability of money with a lack of abilities plays a prominent but not central role in the selection of paid education. The motives of educational activity of students are closely linked with the motives of choice of institution (profession), and with the conditions of professional activities. They are largely determined by the degree of satisfaction with the quality of teaching and training. The study motives of the student youth of non-state and state colleges of higher education suggests that at present the fundamental differences in this area do not exist, largely due to the immaturity of the private sector of higher education. However, research has shown the relationship between the payment for learning and a higher motivation for learning of students of a private college. The students found great interest in his professional career, confidence in their future, there is no doubt that they are faster to adapt to new economic and social realities. 11 | The article reflects the ideas of development of creative potential of students‘ personality in the process of their professional training. The state of the studied problem in pedagogical theory and practice is studied, perspective approaches to its solution are defined, the conceptual apparatus of research is specified. The state of the problem of students’ creative potential is analyzed. In the process of its development, we have identified the stages in the logic of the main trends. Ideas about creative potential of students’ personality are developed. The aspects of development of creative potential of personality of students are considered, pedagogical conditions of its formation, creation of the creative environment, inducements of reflexive activity, dialogization of educational process are allocated. There was conducted the survey and testing of students of Altai State Technical University and Altai Economics and Law Institute. The results of the study of the creative potential of students in the process of training in public and private universities are presented. These surveys and tests allowed the author to conclude that the type of educational institution does not significantly affect the proportion of students with explicit and empirically fixed creative potential. A survey of students of different courses, as well as a repeated survey of the same panel with minor sample losses showed that the number of students with the author’s analyzed criteria of creative potential varies between 25–35 percent. No more than 10–12 percent of respondents in both universities have all the necessary qualities. Half of respondents express these qualities poorly or asymmetrically, the fifth part of the surveyed students focused on noncreative study and professional career, shows obvious conformism. The grounds for the conclusion about the development of the creative potential of students in General is not enough, as evidenced by the specific weight of creative personalities in different courses. The author sees the reasons in the fact that, firstly, the basis for such development is laid earlier, before entering the University, and secondly, some students with creative potential are eliminated from the educational process for various reasons: lack of money for education, conflicts with the administration, etc. in a private University, despite the action of various circumstances, the proportion of students with creative potential remains quite stable, and in a state University there is a tendency to reduce the number of such students.The article reflects the ideas of development of creative potential of students‘ personality in the process of their professional training.
