-The article presents a mathematical model of High Educational Establishment (HEE) activity. A program system training simulator of HEE management is created on the basic of this model. The training simulator is oriented for the process of training and retraining of administrative staff. The specifity of the model is that it meets russian real-life conditions and it reflects various aspects of Higher Educational Establishment activity: monitoring of educational process, students and staff, admission committee, infrastructure and etc.
