OTTO VON BISMARCK’S SOCIAL POLICY AS COVERED BY “VESTNIK EVROPY” (BULLETIN OF EUROPE)
The article presents the interpretation of Bismarck’s social policy by Russian “Vestnik Evropy”, the leading Russian liberal publication of the 2nd half of the 19th century. The article central issue is in the comparative studies of the constitutional traditions and values of the liberal Russian circles and German public opinion regarding social welfare state reforms. The author states that the journal appreciation of Bismarck’s role in social welfare reorganisation of Germany in the last decade of the 19th century transformed from sharp criticism of his reforms to acknowledgement of his contribution into the state welfare system.
