The article is devoted to the analysis of experience of constitutional construction in the Republic of Tyva in 1990–2000-ies. The author presents various approaches to the use of the term “constitutional construction by scholars. From the perspective of systems analysis the author evaluates the activities of the main actors of the constitutional reform in the Tyva Republic, highlights its stages and factors shaping the process of constitutional development.
