Under current conditions of Russian multiparty great importance is to study the historical experience of partogenez at the turn of the 19th – 20th centuries and also its understanding by policy makers and practitioners at the time. The article compared the views of liberals considered the problem of the formation and development of political parties in Russia in the revolutionary process.
