The article analyzes the nature, essence and causes of networking, clustering, and their structural and functional organization, functional conditions and principles of existence and development trends, analyzes the shape, quantitative characteristics and specific parameters of innovative economic structures and institutions of the network type, it analyzes the basis of substantial, quality attribute and properties, the laws of creation, functioning and development. Also basic tendencies, directions and mechanisms of innovative cluster formation as the competitive structure of economy in the national economy of Russia. The adaptive model of cluster development in the domestic economy is considered.
