TENDENCIES OF REALIZATION OF IDEAS OF RURAL MUNICIPAL EDUCATIONAL SYSTEMS MODERNIZATION
The paper analyzes the specifics of rural education, historical and pedagogical trends in municipal educational systems of Russia, the direction and mechanisms for implementing the ideas of accessibility, quality and efficiency in the complex process of structural change in the years 2002-2009. Tendencies of the formation of networks of educational institutions in an integrated project modernization of education (on the example of Tomsk Oblast).
