The system of the account of budget movement means is submitted. The basic functions and tasks of exchequer, the basic stages of execution (performance) of the budget under the charges are determined: the drawing up and statement of a budget list; the statement and finishing of limits, notice on limits of the budget obligations up to the managers and addressees of budget means; ac¬ceptance of the liabilities, acknowledgement (confir¬mation) of execution (performance) of the liabilities and realization of payments. The problems arising at budget establishments du¬ring exchequer execution (performance) of the budget are revealed.
