5 | The article is an attempt to contribute to the research of extremely important constituent of evacuation problem – transportation of population from frontline area to the West Siberian rear area. It performs the analysis of the railroad transport condition just before the war time, which can be characterized by the transport’s insufficient mobilization readiness, the lack of the common and consistent operational transportation plan for the cases of military actions what was the reason of additional difficulties in its work in the tragic conditions of the beginning of the Great Patriotic War. The article describes the actions taken for railroad transport reorganization which were connected with the beginning of the military operations on the Siberian main railway lines, the hardships of the work performed, the enemy’s forces striving to paralyze the evacuees transportations, mistakes, violation of the rules set for the reception and dispatch of trains with the evacuees, the cases of incoordinate actions of the railroad work services and evacuation points. The author considers the emergency actions which were taken by the State Defense Committee, The Central Committee of the All-Union Communist Party Bolsheviks, the The Council of People's Commissars of The Union of Soviet Socialist Republics, Evacuation Council and local authorities for the overcoming the disadvantages and errors, for the expediting advance of echelons with the evacuees and their results. The authors came to a conclusion that railway transport and its staff accepted the main burden of the evacuees transportation to the region. West Siberia received more than a million of the evacuees and saved them from the fascist enslavement and death. 6 | Based on archival materials the article presents the data on the number and proportion of evacuees among the whole population of West Siberia, the proportion of children among the evacuees in West Siberia and the Russian Soviet Federative Socialist Republic as a whole. In reliance of the data we made the conclusion that for West Siberia the proportion of children in relation to adults among the arrived evacuees was bigger than that for the whole country, which indicates that the load on the social sphere of the region and its society at all was high. The analysis of the evacuees’ settlement based on the types of inhabited localities indicates that the main part of them settled in urban localities. Their migration activity was of the highest level. The analysis of the composition of population, which was evacuated to the West Siberia, enables to conclude that women constituted the majority of the population. What concerns the social structure of the arrived population a significant portion of it consisted of workers, engineers and technicians, employees. Diverse ethnic composition was characteristic of the evacuees. A little more than a half of the arrived population consisted able-bodied people. Considering the difficulties and results of employment we came to a conclusion that in this respect a set of West Siberian regions came close to the whole country level, and Novosibirsk and Kemerovo regions exceeded the general country level significantly. The article emphasizes that the evacuees as social group was diverse. Within the group there could be distinguished several strata different in their social position. 7 | The article considers the activities of the regional bodies of authority in secondment of the evacuated and mobilization of the local specialists for the rehabilitation of agricultural sector in the liberated areas of the country under the conditions of the enhancing re-evacuation process. The purpose of the article is to define the number of specialists, sent to the west regions, their specializations, the reality of accomplishment of the tasks on agricultural rehabilitation for Siberian areas, the reasons of the tasks reconsidering, mechanisms of realization of the main trends in the work, its scope and results. The article describes the difficulties of the work, the cases of incoordination of actions, miscounts, the participation of the re-evacuated specialists sent to the liberated land in rehabilitation of its agricultural sector. The author makes a conclusion that the re-evacuation of a significant number of machine-servicers and other specialists during 1943 had aggravated the hard state of the West Siberian agriculture even more. It was only by the dint of the immense efforts that the region could gain the minimum of bread and supplies in 1943. The Government had to bring in even more severe restrictions of the civilian consumption, and the population had to suffer still more material losses. 8 | The article presents the first attempt to consider the problem of building organizations’ personnel re-evacuation on the basis of archival materials. The re-evacuation was caused by the necessity of revitalization of the liberated territories. The purpose of the article is through the complex study of the issue to distinguish the personnel which underwent re-evacuation, the mechanisms of realization of the main trends in the activity related to it, its extent and results for the liberated areas, the re-evacuation consequences for West Siberia. The research was conducted in accordance with the main principles of historical science. It shows that the problems of re-evacuation of the collectives of building organizations’ were solved personally and were in the focus of the authorities’ attention. There were made a significant preparative work on the departures of echelons with people and equipment. The article accentuates the hardness of the work, tough requirements and discipline, good organization, difficulties and results. The author makes a conclusion that the presence of a significant number of building organizations’ collectives and building specialists in West Siberia had positive effect on the building cadres problem solving during the hardest time of the war. But reevacuation led to the great building cadres outflow which significantly deteriorated the situation in the building sector, and this could not but affect greatly the socio-economical development of the whole region. 9 | The article considers the influence of re-evacuation to the state the region's cadres' potential, the change of the regional demographical development conditions. The article highlights the impact of evacuees to the forming of the regional cadres’ potential of the region, the change of its demographical development conditions. The author accentuates the impact of evacuees in the creation of the arsenal of Victory. The paper defines the consequences of the cadres re-evacuation for the main sectors of industry, building, agriculture, transport, science, education and health care. The article accentuates the difficulties, negative consequences of re-evacuation, the shortage of cadres related to it and the measures taken to overcome it. The article underlines that re-evacuation had shown the urgency of the cadres problem in general and especially that of the highly qualified ones, which was characteristic of the West Siberia in the pre-war years and which was solved only for a short period of time merely by means of evacuation and arrival of the great number of specialists to the region. So the success of the country’s transition to peaceful conditions of national economy rehabilitation depended greatly on the timeliness of solving the human resources question. The article emphasizes the influence of re-evacuation on the dynamics of the population number and composition. The author concludes that the decline of the West Siberian population in the war and re-evacuation conditions indicated the weakening of the power of human potential in the region. 10 | The article considers the re-evacuation of railroad personnel from West-Siberian Region caused by the necessity of reconstruction of the arterial railroads in the liberated areas of the country. The article aims to examine the historical experience of solving organization and production problems of the railroad transport personnel re-evacuation. The author seeks to identify the mechanisms of implementation of the main lines of the activity, its scope and results. The research was aligned with the basic principles of historical science. Implementing historism principles, the author regarded the re-evacuation processes in their development, interaction and changes. According to the objectivity principle and in order to perform a comprehensive research the author referred to diverse sources. Problem- and chronology-based method allowed to investigate the problem in its dynamics. The problem of re-evacuation in whole and in particular appears to be understudied. The article evinces that the questions of railroad transport personnel assignment to the west were the focus of the Siberian authorities’ attention. The article emphasizes the high tension of the challenges, their hardness, faults and outcomes. In conclusion the author highlights that the work was the most strenuous in 1943, at the time of the extensive national economy restoration, which included the arterial railroads of the country. Army mobilization and re-evacuation had resulted into the 70–75 % renewal of the railway personnel of Tomsk and Omsk railroads by the end of the war that indicated the significant employee turnover and made serious difficulties for the railway transport work in the region. 11 | The author makes an attempt to make a share of contribution to the research of the pivotal component of the problem of civic population evacuation – the evacuation of population from Stalingrad and the accommodation of the evacuees at the Siberian land. The article shows the peculiarities and hardships of the situation of the city of Stalingrad, which became the centre of evacuation processes in the South of the country due to its geographical and economical situation, transport development. The paper gives the analysis of the reasons for the belatedness of the mass evacuation held in the city, evacuation of the highly qualified cadres and their families, the ways of solving complex problems of accommodation of the arrivals form Stalingrad in Siberia. The paper makes a special emphasis on the issue as the specialists from Stalingrad arrived in order to build the large plant Transmash, which was to produce diesel engines for tanks, the production of which had been terminated at the Stalingrad Tractor Plant. The papers shows the system of measures undertaken for solving this accommodation problem, highlights that it required the development of the special plan, creation of staging points, organizations of food, medical and social services, mobilization of transport organizations. In spite of many hardships the task of providing the arrived people and their families with living accommodations was solved. 12 | The subject of the research is the evacuation of children’s institutions to West Siberian rear area, their receiving and housing, the industry organization and social problems and consequences caused by them. The purpose of the research is to study the problem by identifying the state of work, the mechanisms for implementing the main activities, their scope and results. The research was carried out in accordance with the basic principles of historical science. It shows that the evacuation of children’s institutions, their reception and housing were the focus of the authorities’ attention. The issues were handled personally, taking into account the evolving situation. The paper emphasizes the complexity of the work, its strengths and weaknesses, traces the ways of solving the arising problems. The paper highlights that the preparation for the receiving and housing of the arriving children’s institution was carried out in accordance with the basic legal documents on servicing the child population in their itinerary and at the new places, developed by the State Sanitary Inspectorate of the Russian Soviet Federated Socialistic Republic. The numerous archival documents show that a large work on the receiving and housing of the evacuated children was carried out in West Siberia. From the document we can see that in the extreme conditions of the severe war the country carried on the state policy of children protection and care, preservation of the gene pool. The considerable experience was accumulated in solving the issues under consideration, much of which can be used in our days.
