The article is devoted to the analysis of the work of Re¬search Institute of Education in Siberia, Far East and North, Russian Academy of Education at the end of the XXth - the beginning of the XIXth century. There was marked a consid¬erable contribution of Russian Academy of Education (Acad¬emy of Pedagogical Sciences) in the organization of psy¬chological and pedagogical research in Western Siberia. There were distinguished the main stages of the formation and the development of the Institute, from its foundation in 1988 as a branch of the Research Institute of Labor Train¬ing and Vocational Guidance (USSR Academy of Pedagogi¬cal Sciences) up to 2003. There was characterized a conception of the work and the development of Research Institute of Education in Sibe¬ria, Far East and North in the new social and economic con¬ditions, worked out by the scientific body of this Institute, assisted by the leading scientists and participants of the region and approved by the Siberian Branch of Russian Academy of Education. There were revealed aims and goals of the activity of the Institute at the modern stage, described its structure, brought out the main results of the research and experi¬mental work of the scientific body for the last three years.

The investigations of indole-3-acetic acid (IAA) were performed for three different peat-moorsh soils - Czarna Wies, Otoczne and Kwatera 17 located in the Biebrza River Valley in Poland. Each considered soils were utilized as meadow. Soil samples were taken from two depths: 5-10 cm and 50-80 cm. IAA, total organic carbon (TOC), dissolved organic carbon (DOC) in peat moorsh soils from these samples were analysed. The significant differences in the concentrations of IAA, TOC, and DOC between two investigated depths of among peat moorsh samples were observed. The measured concentrations of total organic carbon in the considered soils ranged from 37.2 to 45.6 %. Generally, the decrease of IAA, total organic carbon, however, increase of DOC concentration with depth of profiles was observed. The contents of dissolved organic carbon in the soils ranged from 5.3 to 19.4%. The quantities of IAA decreased simultaneously with TOC values and with the increasing depth of the soil profiles. The highest contents of IAA was determined in high layers of moorshes and ranged from 110,1 to 128,7 µg kg-1 dry mass. However the concentrations of IAA in deeper layers were lower and ranged from 69,3 to 87,1 µg kg-1 dry mass.

In the article we examine questions about development of teacher's copyright interactive tutorials – sites. We’ve done an analysis of the use of computer technology in traditional teaching methods. Analysis is based on the information of regional competition of copyright lessons using computer. This competition has been holding in Tomsk region for four years. In the article we explore the problems of use computer technology on the lessons at the present stage of development of education. We put special emphasis on the possibility of the use of information technology within the system of personality-developing training. The purpose of the article is to define the reading strategy with the help of which the development of skills in foreign language reading on the basis of independent educational-cognitive activities of the the technical University students will be most effective. Therefore, it is proposed to classify reading strategies from the point of view of development of the relevant skills. The results of the study allow us to conclude, that teaching reading on the basis of independent educational-cognitive activity using reading strategies, determines the behavior in the learning process of both a teacher and a student: increases activity of a student, enhances educational, stimulating role of a teacher. Mastering the strategies has a significant influence on the formation of students’ abilities to independently acquire knowledge from different sources of information. The practical significance lies in the fact that the results can be used in teaching reading in different languages for teaching students of non-linguistic specialties. The classification of reading strategies will help the teacher in rational planning of the process of foreign language reading, organize learning strategies in the form of progression, according to the didactic principle of availability, move «from simple to complex», which contributes to the most efficient achieving the purpose of reading and learning a foreign language.

The relevance of the study is determined by the clear interest of the pedagogues in implementing the main requirements to training the students of higher education institutions. The need for studying the problem of developing cross-cultural competence in the context of higher education is covered. The theoretical aspects of developing cross-cultural competence in view of currently important values and aims of training in higher education system are discussed. The main methodological approaches to developing cross-cultural communication within the framework of professionally-oriented foreign language teaching – system based, activity and competence based, cross-cultural approaches are revealed. Based on the presented approaches the essence and the key concept of “cross-cultural competence” of the students are clarified. The structural components of cross-cultural competence are determined and described in detail. The structure of the cross-cultural competence is comprised of motivational, cognitive, personal and activity, axiological, reflective components. The concept of cross-cultural competence has made it possible to point out and reveal the basic principles of organizing and implementing the process of developing the cross-cultural competence in the framework of professional oriented foreign language teaching such as the principles of humanistic teaching, dialogic communication, learning professionally oriented thesaurus, openness to foreign cultures and ideas, integration into a different culture, critical appraisal of situation in cross-cultural communication. Special attention is paid to the importance of the pedagogical potential of the e-Learning environment in the teaching and learning process, it has been explained that the e-Learning environment has a positive impact on the developing the structural components of cross-cultural competence in training the students in higher education institutions.

The paper is dedicated to the problem of organization project and research activities in kindergarten in the context of realizing The Federal Educational Standard for Preschool Education. The goal of this research is to analyze differ ences between these activities and highlight their educational resources. The examples of incorrect organization of project and research activities in kindergarten are given. The author analyzes two articles from the magazine “Kindergarten: theory and practice” and proves that kindergarten teachers and parents often formalize children’s activities, perform the most part of the work themselves, restricting the cognitive activity of a child. The author offers a number of recommendations for preschool children’s parents about what can and can not be done at home in joint projects. Lack of understanding by teachers of the differences between project and research leads to inadequate choice of tools and methods and in addition to decreasing of educational resources in cognitive and practical activities. It is important to take into account that the project activity is an integrative activity, in which the playful, artistic, communicative and practical activities are connected. Finally, the author clarifies the thesis of teacher (parent)-child and child-child collaboration as the basic of project and research activities in the modern kindergarten.

The problem of correlation between professional development and maturity of a specialist is, first of all, the problem of the objectives and priorities of education to give knowledge or develop a personality (a system of values, mental and moral characteristics) who acquires knowledge. In the first case the process easily regulated and controlled, in the second case improvisation, creativity and unpredictability of results is prevailed. Professionalism doesn’t contradict with the intellectual development of a specialist but it doesn’t equal to it as well. Professionalism and spirituality lie in the context of a human integrity. Today, along with the dominating practical orientation of education towards specialist training and increasing of profitability of resources invested in their training, the acmeological (eco-psychological) approach to education in the ‘and-and’ context rather than ‘or-or’ when professional training is regarded as the process of personal education who develops the ability to act in the chosen direction and who acquires knowledge that a man considers necessary for him. While acquiring ontological sense, education becomes the existence category. And ‘knowledge-skills’ learning from the goal of education is only a means of developing abilities. Such understanding of the problem allows re-comprehend.

Productivity of Lactuca sativa, variety Moskovsky parnikovy growing in protected cultivation under fluorescent film luminescent with maximum of 615 nanometers is studied in dynamics. Change of conditions of plant cultivation by fluorescent film promotes accelerated growth, development and productivity improvement of Lactuca sativa relative to plants growing under unmodified film. Increase in productivity of Lactuca sativa in 1.5 times under fluorescent films is determined by increase in ratio IAA/ABA and decrease in content of АA in plants, and also conjugated with change of enzymatic activity of aboriginal soil microflora.
